All new residential construction in NSW (New South Wales) requires BASIX certification during the development application (DA) phase. This applies to all new NSW residential projects or renovations of existing structures costing $50,000 or more.

3 Types Of Residential Construction Requiring BASIX Certificate
Single Dwellings
Single dwellings can be defined as single houses on one plot or a single lot, such as bungalows, cottages, one part of a semi-detached home, and secondary dwellings.
The three elements of sustainable design used for evaluating the performance of single-dwelling residential projects include water usage, greenhouse gas production, and thermal comfort. The BASIX report entails detailed information pertaining to these three sustainability components.
Multi-Dwelling Residential Project
Multi-dwelling residential projects include two houses on a single lot, such as dual-occupancy dwellings, row houses, townhouses, villas, residential terrace houses, residential flat buildings, low-rise, mid-rise, and high-rise multi-unit residential developments, backpacker accommodation, hostels, guest houses, holiday living rentals, lodging houses, shop top houses, and a new principal residential structure accompanied by a new secondary structure such as a granny flat.
The sustainability assessment of multi dwellings also involves the same three components of water, energy, and thermal comfort.
However, the BASIX assessment tool for multi-dwelling is better tailored for larger residential developments, including car parks and shared gardens. These residential projects involve a larger abundance of water and energy compared to simple single dwellings.
Since the intricacy of these projects is greater, it is recommended that you hire a qualified BASIX consultant for certification preparation. This ensures that your projects remain free from complications and errors.

Alterations, Renovations, and Addition To Existing Residential Structure
Alterations, renovations, and additions to an existing residential development involving an expenditure of $50,000 or more also require a BASIX certificate.
You can also secure a BASIX certificate to take precedence over the local council’s sustainability standards, even if your residential project is exempt from BASIX. This increases the value of your property.
Additionally, swimming pools, sauna, jacuzzi, and/or outdoor spas pool plants with a water capacity of 40,000 liters or more require BASIX certification.
The fundamental difference between the single and multi-dwelling assessment tool and the alteration and additions tool is that the former includes set reduction targets for water and energy use. In contrast, the alterations tool does not have set targets.
